Parliament Approves Shs 3 Billion for Museveni Swearing-In Ceremony

Funding covers logistics for May 12 inauguration at Kololo Grounds

Uganda’s Parliament has approved Shs 3 billion for the swearing-in ceremony of President Yoweri Kaguta Museveni. The event is scheduled for May 12, 2026, at Kololo Ceremonial Grounds.

The allocation forms part of a broader supplementary budget of Shs 1.1 trillion under Supplementary Expenditure Schedule No. 5 for the 2025 to 2026 financial year.

What the Funds Will Cover

The approved funds will support key aspects of the inauguration. These include security operations, protocol management, venue preparation, and hospitality for invited guests. The ceremony is expected to draw thousands of attendees, including regional and international dignitaries.

Authorities have already begun preparations to ensure the event runs smoothly, with planning focused on both logistics and security.

Part of Wider Government Spending

The supplementary budget also includes allocations for other national priorities. These cover preparations for hosting the Africa Cup of Nations and upcoming local council elections.

Officials say the spending reflects immediate needs that arose after the main national budget had already been passed.

A Seventh Term for Museveni

President Museveni, who first took power in 1986, will be sworn in for his seventh term following his victory in the January 2026 elections. The ceremony marks another milestone in Uganda’s political timeline under his leadership.

Inaugurations in Uganda typically feature military displays, cultural performances, and speeches, alongside the formal oath-taking process.

Debate Over Costs

The allocation has sparked discussion among citizens and political observers. Some critics argue that spending on ceremonial events should be reduced, pointing to ongoing challenges in sectors such as healthcare, education, and infrastructure.

Supporters maintain that the inauguration serves as an important national event. They argue it showcases stability, strengthens diplomatic ties, and reinforces the country’s image on the international stage.

Preparations Underway

Work is ongoing at Kololo to prepare the venue for the ceremony. Security agencies are also coordinating plans to manage large crowds and visiting delegations. More details on the program and guest list are expected as the date approaches.

The May 12 ceremony is set to draw national and international attention, marking the start of a new term while reflecting ongoing debates about public spending and national priorities.
