Uganda’s Minister of Lands, Housing and Urban Development, Judith Nabakooba, survived a road accident on the morning of Wednesday, April 1, 2026, at Kibukuta Swamp in Mpigi District.
The minister was traveling in a government convoy to the Rwampara District where she was scheduled to preside over an official ceremony to hand over land titles to local residents, particularly vulnerable members of the community.
According to reports, she emerged from the accident unhurt, bringing relief to her team and the public as news of the incident spread. Judith Nabakooba personally confirmed the incident in a brief WhatsApp message to a journalist from New Vision.
“I have just had an accident with my team at Kibukuta swamp on my way to Rwampara for the official ceremony of handing over titles to the people of Rwampara,” she said in the message before going offline.

The short confirmation was the first official acknowledgment of the crash and quickly circulated across media platforms and social networks. Crash Happened Along Kampala–Masaka Highway
The accident occurred along the busy Kampala–Masaka Highway near the Jalia City one-stop centre in Mpigi District. Kibukuta Swamp is widely known among motorists as a risky stretch of road due to slippery surfaces, heavy traffic, and reduced visibility in some sections.
Early reports indicate that a black Toyota SUV in the minister’s convoy sustained heavy front-end damage, with the bonnet crushed and parts of the engine exposed, suggesting a strong impact during the collision. Fortunately, no fatalities or serious injuries were reported among members of the minister’s team.
Cause of the Accident Still Unknown
Authorities have not yet released an official statement on the exact cause of the crash. Investigations are expected to determine whether the accident was caused by road conditions, mechanical failure, driver error, or other factors. Police are likely to issue further updates once a full assessment of the incident is completed.
Minister Was Heading to Land Title Handover Event
At the time of the accident, Judith Nabakooba was traveling to Rwampara District to oversee the distribution of government-issued land titles. The event is part of the Ministry of Lands’ ongoing nationwide program aimed at formalizing land ownership, reducing land disputes, and protecting vulnerable communities from land grabbing and fraud. The initiative has been a key focus of the ministry, with efforts to encourage local governments, institutions, and community organizations to secure proper land documentation.
Public Reaction and Ongoing Updates
News of the accident quickly spread across Ugandan media and social platforms, with many expressing relief that the minister and her team were safe. Kibukuta Swamp has previously recorded several serious accidents over the years, raising continued concerns about road safety along the Kampala–Masaka route.
Judith Nabakooba’s survival without injury has been widely described as fortunate, especially given the reported damage to the vehicle. Further updates are expected from police and the Ministry of Lands regarding the investigation and whether the land title handover ceremony in Rwampara will proceed as planned or be rescheduled.
The incident once again highlights the risks faced by public officials and ordinary motorists traveling on Uganda’s major highways. It also renews calls for improved road safety measures, better infrastructure maintenance, and increased caution on accident-prone sections such as Kibukuta Swamp. As investigations continue, the public awaits more details on the circumstances surrounding the crash and the next steps from government authorities.
