Ugandan musician Daxx Kartel has criticized the government’s practice of giving direct cash handouts to artists, bloggers, influencers, and other creatives, arguing that the approach may harm the long term growth of the country’s entertainment industry.
The artist, known for blending Afro pop, Lugalatino, and dancehall influences, shared his concerns in statements made in early March 2026. According to Daxx Kartel, while the financial support might appear helpful in the short term, it risks creating dependency rather than building a sustainable creative economy.
Handouts Not a Long Term Solution
Daxx Kartel said the practice of distributing one off cash payments to creatives does little to solve the structural challenges facing the entertainment sector in Uganda.
He argued that such initiatives may provide temporary relief for struggling artists but fail to address deeper industry issues such as weak copyright enforcement, low streaming revenues, piracy, and limited access to professional infrastructure.
Instead, the singer urged policymakers to prioritize long term solutions that would allow artists to earn consistently from their work.
Call for Stronger Industry Structures
According to Daxx Kartel, government support should focus on building systems that strengthen the music ecosystem. Among the areas he highlighted were:
Stronger copyright protection
Improved enforcement and efficient royalty collection systems to ensure artists are paid fairly for their music.
Investment in creative infrastructure
Development of modern recording studios, performance venues, and training programs for upcoming talent.
Policies that support industry growth
Programs that expand market access, support creative hubs, and encourage private investment in the arts.
The artist believes these measures would help Ugandan musicians generate sustainable income rather than relying on occasional financial support.
